Items from the Collection of David B. Swoap, the second highest ranking official at the Department of Health and Human Services under the Ronald Reagan Administration. Mr. Swoap was Under Secretary of the Department headed by Richard Schweicher, who was an architect of welfare policy starting in 1981. Mr. Swoap is an avid collector of Asian Art, having purchased items from many fine and reputable dealers and auction houses decades ago. Mr. Swoap's items are denoted with provenance including his name in the auction description.
